Why Refugees Need Jobs, Bank Accounts and Health Insurance– Examples from the Syrian Refugee Crisis

The presentation by Paul Spiegel highlights why refugees need to be integrated into the labour market of their host nation as soon as possible. The Deputy Director of the Division of Programme Support and Management at the United Nations High Commissioner for Refugees (UNHCR) also explores why they should receive cash as opposed to in-kind assistance when appropriate, and gain access to national health systems including the possibility to have health insurance.

The Kapuscinski Development Lecture will be held by Paul Spiegel, Deputy Director of the Division of Programme Support and Management at the United Nations High Commissioner for Refugees (UNHCR).

The lecture is a joint initiative of the European Commission, the United Nations Development Programme and the Hertie School of Governance. The project is funded by the European Commission. The Berlin Kapuscinski Development Lecture is part of the European Year for Development and is hosted in partnership with the World Health Summit.

There are currently more refugees globally than at any time since WWII. Syria accounts for the world’s largest number of refugees and internally displaced persons (IDPs). The manner in which the international community currently funds and responds to humanitarian emergencies is no longer sufficient to achieve its intended purpose and can no longer cope with the magnitude and accelerating number of complex emergencies. Development and humanitarian organisations and donors need to rethink the ways they provide assistance to refugees.

The presentation by Paul Spiegel highlights why refugees need to be integrated into the labour market of their host nation as soon as possible. He also explores why they should receive cash as opposed to in-kind assistance when appropriate, and gain access to national health systems including the possibility to have health insurance. The development of new financing schemes that combine humanitarian and development funding is an essential step forward. Examples from Syrian refugees in neighbouring countries will be used to illustrate these points.

About Paul Spiegel
Dr. Paul Spiegel is the Deputy Director of the Division of Programme Support and Management at the United Nations High Commissioner for Refugees (UNHCR) where he supervises and manages four technical sections - Public Health (including health, HIV, nutrition, water and sanitation, and food security; Cash-based Initiatives; Shelter and Settlement; Operations Solutions and Transitions (including energy, environment, livelihoods, and solutions). He is a Senior Fellow at the Harvard Humanitarian Initiative and an Associate at Johns Hopkins Bloomberg School of Public Health and the Geneva Centre for Education and Research in Humanitarian Action at the Université de Genève. He is Chair of the Funding Committee for the DFID and Wellcome Trust funded Research for Health in Humanitarian Crises or R2HC. He was previously Chief of the Public Health and HIV Section at UNHCR, where he still serves as the Refugee Agency’s HIV Global Coordinator at UNAIDS.

Before UNHCR, Dr. Spiegel worked as a Medical Epidemiologist in the International Emergency and Refugee Health Branch at the Centers for Disease Control and Prevention (CDC). Previously he worked as a Medical Coordinator with Médecins Sans Frontiéres and Médecins du Monde in refugee settings in Kenya and DRC as well as a consultant for numerous organisations including the Canadian Red Cross and the Pan American Health Organisation. He received his medical degree at the University of Toronto and his Master of Public Health and specialty in Preventive Medicine at Johns Hopkins University.

Dr. Spiegel has responded to and undertaken field work or research in humanitarian emergencies in numerous countries on all continents. He has published extensively in the field of humanitarian emergencies. His research interests in humanitarian emergencies are in epidemiological methods, health information systems and HIV. He has won numerous awards including CDC's Charles C. Shepard award for outstanding research in Assessment and Epidemiology.

About the Kapuscinski Development Lectures

Top global thinkers discuss development in the European Union countries. The series “Kapuscinski Development Lectures”, named for Ryszard Kapuscinski, a polish reporter and writer who covered developing countries, is organized jointly by the European Commission, the United Nations Development Programme and partner universities and development think-tanks. Over 50 lectures gathered since 2009 over 10,000 participants. In October 2014 - December 2015 the lectures organised in all EU member states contribute specifically to development policy debates as part of the European Year for Development 2015.

The lecture series offers students from the European Union member states an unprecedented opportunity to learn and discuss about development issues such as climate change, human rights, aid effectiveness, Europe-Africa relations, Millennium Development Goals among other. The high-level events contribute to the debate and formulation of the European development policy. The lectures are livestreamed at http://www.kapuscinskilectures.eu and their content is shared on this website.

The lectures honor the name of Kapuscinski, a Polish journalist and writer, who died in 2007. Kapuscinski, whose books were translated into many languages, was often named the “Third World Chronicler” or the “Voice of the Poor” for his famous reportages and books describing developing countries on all continents. Among other books, he was famous for: “The Emperor” on Ethiopia, “Shah of Shahs” about Iran, “The Shadow of the Sun” about Africa, “Another Day of Life” about Angola, and “Imperium” about the Soviet Union.
