Democracy challenged: Responses and innovations

Presentation of The Governance Report 2017
Keynotes and discussion with Helmut Anheier (Hertie School), Katarina Barley (Member of the German Bundestag, Secretary-General of the SPD), Jan-Werner Müller (Princeton University), and Claus Offe (Hertie School), moderated by Henrik Enderlein (Hertie School, Jacques Delors Institut - Berlin).

Around the world, democratic principles and values are under threat. But be it the rise of populism or democratic rollback, these challenges are not going unmet. As highlighted in The Governance Report 2017, an active search is underway for innovative responses that address democratic malaise, foster democratic resilience, and stimulate the (re-)consolidation of democratic regimes. Which of these actually enhance citizen participation or improve democratic institutions? What works where? What are the trade-offs? How can policy-makers and citizens make sense of them?

Presentation of The Governance Report 2017:

Helmut K. Anheier is President of the Hertie School of Governance and Professor of Sociology. Anheier is the principal academic lead of the Hertie School's annual Governance Report (Oxford University Press).

Keynotes and discussion:

Katarina Barley is a member of the German Bundestag and Secretary-General of the SPD. She studied law in Marburg and Paris and started her professional career first as a lawyer and then as a judge. Barley joined the SPD in 1994. She is a member of the SPD Trier-Saarburg District Executive since 2005 and a member of the SPD parliamentary group in the German Bundestag since 2013. Jan-Werner Müller has been teaching in the Politics Department at Princeton University since 2005. He studied at the Free University, Berlin, University College, London, St. Antony’s College, Oxford, and Princeton University. He has been a Member of the School of Historical Studies, Institute of Advanced Study, Princeton, and a visiting fellow at the Collegium Budapest Institute of Advanced Study, Collegium Helsinki, Institute for Human Sciences in Vienna, the Remarque Institute, NYU, the Center for European Studies, Harvard, as well as the Robert Schuman Centre for Advanced Studies, European University Institute, Florence. He has also taught in Paris, Munich, and Berlin. Müller is a co-founder of the European College of Liberal Arts (ECLA), Berlin.

Claus Offe is co-author of the Governance Report 2017. He is Professor Emeritus of Political Sociology at the Hertie School of Governance. He has held chairs for Political Science and Political Sociology at the Universities of Bielefeld (1975-1989) and Bremen (1989-1995), as well as at the Humboldt-Universität in Berlin (1995-2005). He worked as fellow and visiting professor at, among others, the Institutes for Advanced Study at Stanford and Princeton, the Australian National University, Harvard University, the University of California, Berkeley and The New School in New York. He completed his PhD at the University of Frankfurt and his habilitation at the University of Konstanz.

Moderation:

Henrik Enderlein is Vice-President, Dean of Strategy and Professor of Political Economy at the Hertie School of Governance as well as Director of the Jacques Delors Institut - Berlin. His research focuses on economic policy-making, in particular the European Central Bank, the EU budget, European integration, fiscal federalism and financial crises.
