„Recovery of Aleppo”

Syrien nach der Stunde Null: Internationale digitale Tagung mit interdisziplinärem Ansatz - Recht, Architektur und Geodatenmanagement zur Revitalisierung kriegszerstörter Städte

Der Krieg in Syrien begann vor zehn Jahren. Das Frankfurter Forschungsinstitut für Architektur - Bauingenieurwesen - Geomatik (FFin) nimmt dieses Datum und die internationale Geberkonferenz für Syrien, die im März 2021 stattfand, zum Anlass, um umfassend unter anderem über den Wiederaufbau der syrischen Stadt Aleppo zu diskutieren. Prof. Dr. habil. Fabian Thiel, Professor für Immobilienbewertung an der Frankfurt University of Applied Sciences (Frankfurt UAS), hat zu diesem Zweck die digitale Konferenz „Recovery of Aleppo" organisiert, die vom 18. bis 20. November 2021 mit internationalen Expertinnen und Experten aus unterschiedlichen Fachrichtungen stattfindet. Mitveranstalterin ist die syrische Architektin und Archäologin MSc. Rahaf Orabi.

Durch den Krieg in Syrien ist viel rechtliches und planerisches Fachwissen verloren gegangen, das nun in den lokalen Planungsabteilungen und Baugenehmigungsbehörden fehlt. Am Beispiel der Stadt Aleppo sollen Erkenntnisse über die Wiederbelebung von baukulturell und architektonisch bedeutsamen Stadtzentren in ähnlichen Konfliktregionen der Welt gewonnen werden. Mit dem Beginn von Wiederaufbaumaßnahmen und Grundstückstransaktionen nach Kriegsende ist die „Stunde Null" für eine umfassende Sanierung von alten Städten wie Aleppo längst vorbei. Dennoch gibt es keinen Grund zur Resignation – ganz im Gegenteil.
Diese digitale Konferenz versteht sich als Plattform, um Strategien zusammenzutragen, die im bisherigen Diskurs und in den Umsetzungsrichtlinien der Geberorganisationen definitiv zu kurz gekommen sind. Es geht um die Kombination von Recht, Architektur, Planung, (digitalem) Kataster, Datenmanagement und multisensorischer 3D-Geodatenerfassung (um nur einige wesentliche Werkzeuge zu nennen) für den Wiederaufbau der Bausubstanz. Zu diesem Zweck möchte die Konferenz interdisziplinär interessierten Fachleuten aus Architektur, Archäologie, (Stadt-)Planung, Recht und Geodäsie Denk- und Handlungsansätze liefern, inwieweit Kooperationsstrategien und Handlungsfelder für den Wiederaufbau in Aleppo und anderen kriegszerstörten Städten möglich sind. Sie will zudem Anstoß geben zum Aufbau nachhaltiger Netzwerke.
