The German Research Foundation supports Scientific.Net licence from 2017 to 2019 and covers 25 per cent of participating institutions’ costs // Negotiation of free access to numerous TTP publications for research institutions and interested private individuals
HANNOVER, 16 February 2017 – The alliance licence for the engineering full text database “Scientific.Net: Materials Science and Engineering” operated by the publisher Trans Tech Publications (TTP), negotiated by the Technische Informationsbibliothek (TIB) – German National Library of Science and Technology, came into effect on 1 January 2017. “Under this alliance licence, TIB facilitates access to highly topical contributions in the fields of materials science, materials research, and solid state physics. Most contributions are conference reports, which play an important role in science communication, especially in engineering,” explained Dr. Irina Sens, Interim Director of TIB. “The requirements for funding by the German Research Foundation (DFG) secure extensive and long-term rights of use and also take into consideration the idea of Open Access,” continued Sens.
In 2017, a total of eleven consortium partners – six higher education institutions and five research institutions – are participating in the alliance licence. Interested institutions can still benefit from licensing years 2018 and 2019 by pursuing the opt-in model.
Consortium participants benefit from cost savings, extra services and DFG funding
Following successful negotiations between TIB and TTP, the consortium partners receive a 50 per cent discount on the TTP list price; the annual price rise is capped at a maximum of three per cent. Contributors from participating institutions can post their articles Open Access in a repository of their own choice as a Publisher PDF with an embargo of six months or immediately after publication for a fee of €250.
In addition, consortium participants benefit from the support given to the alliance licence by the German Research Foundation (DFG). TIB had submitted a grant application within the DFG’s “Scientific Library Services and Information Systems (LIS)” programme, which was approved. As a result, 25 per cent of participating institutions’ ongoing licence fees will be covered by the DFG.
Negotiation of free access to numerous TTP publications for research institutions and interested private individuals
Besides licensing of the full text database Scientific.Net for the eleven consortium participants, TIB has also agreed within the alliance licence that the gap for volumes 2009 to 2016 that fell between the existing national licence “Scientific.Net: Materials and Technology” (volumes 1984-2008) and the new licence, will also be filled, enabling access to those volumes, too. The filling of the gap, which will be funded fully by the DFG, also includes four new titles that were added in 2009. Consequently, all TTP publications up to and including 2016 are now available to scientific institutions and interested private individuals under a national licence.
In addition, TIB has negotiated a so-called “moving wall” for the licence period from 2017 to 2019, which the library is also financing entirely in its capacity as a national specialised library. In this way, the content of the database is freely accessible to all scientific institutions and interested private individuals after a one-year period – i.e. twelve months after the first publication.
