Es wäre ein Trugschluss, extreme Akte der Gewalt wie Massaker oder Genozide allein dem Staat, seinen Bürokratien und Akteuren zur Last zu legen. Wer genauer hinsieht, wird vielmehr "Koalitionen der Gewalt" erkennen, an denen auch zivilgesellschaftliche Gruppen beteiligt sind, die ohne staatliche Steuerung handeln – und Interessen vertreten, die durchaus von staatlichen Interessen abweichen können.
