Chris Stone will speak on the role of political philanthropy and the series of NGO laws currently capturing the interest of legislatures in democratic and authoritarian countries around the world. Reflecting on efforts within the United States to pass legislation that compels extractive companies to disclose payments made to US and foreign governments, Stone will explore how philanthropy that is not about service delivery but about policy advocacy can make a difference. Philanthropy when deployed well, exposes back-room deals and advances the public interest. The challenge of drafting NGO (Non- Governmental Organization) laws is to prevent, limit, or at least reveal political philanthropy’s distortions while protecting and strengthening its contributions to open debate. So what is a wise government to do? How should democratic societies regulate the NGOs participating in democratic debate?
