Das Projekt verfolgt einen innovativen Ansatz, um im Krisenfall eine effektive Unterstützung der Bevölkerung zu gewährleisten und diese als aktiven Akteur mit in das Hilfeleistungssystem zu integrieren. Mithilfe einer sicheren Notstromversorgung ausgewählter Gebäude und einem Notfall-Kommunikationssystem soll die Information und Kommunikation der Bevölkerung sichergestellt werden.
