Census in the 21st Century

The 21st century is a century that is torn between growing data availability on the one side and increasing demands on privacy and data protection issues on the other. This tension also manifests itself in the debates of how to conduct a censuses in the new millennium. Several countries are moving away from the classical census and are heading towards a register based one. Advantages of register based censuses are manifold: They are cost efficient and give an accurate account of population sizes and population structures. Hence, public awareness of privacy and data protection issues, not least due to the NSA affair, is increasing. While some people are cherishing the potential of register data and even point to the possibilities of "big data" (data that are retrieved from social media, electronic identification cards and such), others fear that growing data collection creates a severe danger to our private sphere.

This symposium addresses the question of census-taking in the 21st century. Should governments continue to move towards register based censuses? What are the dangers and risks? How should sensitive information, such as ethnicity and religious affiliation, be handled?
