Building a Better Union: Incentivizing Structural Reforms in the Euro Area

IMF’s Senior Economist Angana Banerji who is one of the lead authors of the IMF’s Working Paper ‘Building a Better Union: Incentivizing Structural Reforms in the Euro Area‘ will present the main findings of this paper and discuss related questions with the audience.

The momentum for structural reforms is waning in the euro area at a time when faster progress is needed to boost productivity and growth, achieve real economic convergence, and improve the resilience of the monetary union. What can and should the European Union (EU) institutions do to bridge this divide? The IMF’s recent analytical work on structural reform governance in the euro area, which has just been published as an IMF working paper, argues for greater simplicity, transparency and accountability in the EU governance framework for structural reforms. It makes three interrelated proposals — ‘outcome-based‘ benchmarking; better use of existing EU processes to strengthen oversight and reduce discretion; and improved financial incentives — and illustrates why these measures could accelerate progress on reforms. The paper also proposes ex-post monitoring of the application of the governance framework by an independent EU‑level ‘structural council‘ and ex ante policy innovation by national productivity councils to strengthen accountability and ownership, respectively.
