Can Western Democracies Counter Current Propaganda Wars?

Events in Ukraine have focused world attention on Russia’s extraordinary efforts to subvert media narratives and shift public opinion over the cause and course of the crisis. At the same time, the so-called “Islamic State” is using sophisticated information operations to recruit an unprecedented number of young Muslims from across the globe to the battlefields of Syria and Iraq, and for lone-wolf attacks in Western countries.

In this context, Western democracies are in danger of losing the propaganda wars waged by Russia and the Islamic State and their media are under pressure to demonstrate strategies against anti-liberal propaganda.

How should international players respond to this new wave of information warfare? Which strategies and tools are available to counter terrorist propaganda and misrepresentations in state-sponsored media? What can Germany do to promote freedom and democracy? These are just a few of the questions that will be discussed in the next instalment of re:thinking tomorrow, a discussion series hosted by Deutsche Welle and the Hertie School of Governance.
