Europe’s reaction to the refugee influx has been characterized by hand-tomouth crisis management and the absence of a shared strategy. This internal discord has not only strained relationships with Turkey and the Balkan States, the key transit routes for refugees, but also heightened political tensions within the EU itself. Moreover, the EU and its partners have not been able to forge a joint response to the armed conflict in Syria and the terrorist attacks by the socalled Islamic State.
How can Europe present a united front in this situation? Which instruments can we use and where? What kind of European Neighbourhood Policy is needed in the long-run? And which partners can we work with? The events in Paris on 13 November and France’s subsequent efforts to build an international counterterrorism alliance and end the conflict in Syria make these questions more pressing than ever.
