European Migration Patterns and the “Refugee Crisis”: What are the Future Trends and Policy Options?

Presentations and discussion with Frans Willekens (The Max Planck Institute for Demographic Research) and Jessica Hagen-Zanker (The Overseas Development Institute). Moderation: Michaela Kreyenfeld (Hertie School of Governance).

For years now it has been clear that the European population is ageing and expected to shrink. In light of this, migration could be seen as a solution to several of Europe’s demographic challenges and countries have gradually been redefining their migration policies and intensifying their e fforts at attracting highly skilled migrants. These factors are likely to have a profound e ffect on classic migration patterns which were previously defined by family and labour migration.

Concurrent to the implementation of these policy redefinitions, the so-called refugee crisis has swept large numbers of refugees and asylum seekers into the European Union. In response to the fear of future mass migration, Europe is now closing its borders to migrants from Africa and the Middle East, which raises a number of important questions: will Europe be able to control future migration flows? Will the closing of the borders be the end of mass migration to Europe? What profile and patterns are future migrants to Europe likely to have? What potential do governments have to infl uence these patterns?
