Auf der Grundlage der aus der Durchführung mehrerer Forschungsprojekte zum Vergaberecht in Speyer gewonnenen methodischen und dogmatischen Grundlegungen soll eine wissenschaftlich fundierte, gleichwohl praktisch nutzbare Begleitung der Entwicklung des Vergaberechts angeboten werden. Im Gespräch zwischen Praktikern aller mit dem öffentlichen Beschaffungswesen befassten Kreise und der Wissenschaft sollen Trends analysiert und Antworten auf praxisrelevante Fragen des Vergaberechts gegeben werden.
