Europa steht von außen und von innen vielfach unter Druck. Das Projekt der Integration stagniert, ist gar gefährdet. Dagegen treibt Frankreichs Präsident Emmanuel Macron entschlossen eine Reformdebatte voran. Sein Ziel ist ein Europa der Sicherheit für seine Bürgerinnen und Bürger. Eine gemeinsame Außen- und Sicherheitspolitik soll die EU zum internationalen Handeln befähigen, die EU-Außengrenzen sollen gemeinsam gesichert werden. Wie reagiert Berlin auf diese Reformanstöße? Beginnen die Europäer, ihre Sicherheit in die eigenen Hände zu nehmen?
