The Genocide Convention was passed at the beginning of a period which also saw a wave of decolonisation and the creation of several new, postcolonial states. Despite the Convention, genocide has recurred repeatedly and several of the perpetrators have been postcolonial states, which have often had recourse to a form of nationalism to mobilise support or justify their actions. How can this development be best explained and what, if any, might be the appropriate response today?
