DISCUSSING THE PROJECT'S FINDINGS & OUTCOMES
The project Improving the Quality of Life in Large Urban Distressed Areas (LUDA), funded by the EC for the period February 2003 to May 2006 developed tools, methods and approaches that assist decision-makers in challenging the problems of improving the quality of life in large urban distressed areas. The project partners worked from a basic principle that urban regeneration must be viewed holistically and be directly linked with the quality-of-life that is relative to the people that populate such areas. In addition this approach identified the key aspects of improving environmental sustainability, economic prosperity and social inclusion. European cities, in many cases, provide citizens with a habitat, a quality of life and living standards with good economic prospects and a rich social and cultural life. However, most cities have also another dimension, often well hidden and in less obvious territory, where poverty and deprivation thrive and local communities suffer from a lack of employment and investment. These large urban distressed areas have deep-rooted and complex problems that make regeneration an extremely challenging issue for local authorities and their partners. Politicians and planners are often under pressure to make changes to improve local quality of life, but may lack the know-how to produce effective, long-lasting sustainable redevelopment strategies.
To confront these challenges requires cross-cutting and integrated approaches and strategies that are best provided by spatial policies at the urban levels involving multi agency and stakeholder engagement and participation. The LUDA project, attempted to address such urban questions and provides a major contribution to the vision of a sustainable Europe, as targeted in relevant policy papers as the Thematic Strategy on the Urban Environment (2004) or the Strategy for Sustainable Development "A Sustainable Europe for a Better World" (2001). The project outcomes also provide a contribution to support the Community Initiatives as, URBAN II.
As one of the main topics of this conference the LUDA project will introduce developed tools, methods and approaches that assist decision-makers to develop and monitor a sustainable process of urban rehabilitation. A novel 'community-based' approach provides a holistic vision of the 'quality of life', referred to as 'the Diamond of Quality of Life'. This 'Diamond' provides a five-dimensional definition of quality of life. Furthermore, as the 'preciousness' of the 'Diamond' depends on the integrity of all its corners, a good quality of life depends on how well all five dimensions are accounted for.
A major output from the project is the LUDA e-Compendium. The purpose of this electronic document is to promote successful regeneration in large urban distressed areas by improving knowledge exchange and increasing the understanding of this complex subject. It draws upon current research and technical development of distressed areas and contributes to the on-going policy debate about how best to challenge the problems of large urban distressed areas and to make the process of regeneration sustainable.
LUDA promoted also the exchange of information and experiences between six project partner cities - Edinburgh, Dresden, Valenciennes, Bratislava, Florence and Lisbon. In Brussels the representatives of the project partner cities of Dresden, Florence and Lisbon will refer to the improvements already made in the cities' case areas as well as the future steps, needs and challenges for establishing a sustainable urban regeneration.
