Ahead of the European Commission Decarbonisation’s and Energy Road Maps 2050, the German Advisory Council on the Environment has published a Special Report which shows how a reliable, affordable and completely renewable power supply can be achieved in Germany and in Europe. The report also makes recommendations for the further development of the German feed-in-tariff law, especially in view of promoting a cost-optimized renewable electricity portfolio by 2050. A second focus of the report is grid regulation and planning in order to improve public acceptance, increase private investment and meet the needs of a power sector with rapidly increasing shares of renewable power.
The report is primarily addressing the German energy policy context, but both scenarios and policy recommendations reflect the fact that national energy policy is embedded in the European context. Hence, the report also develops ideas for a European agenda supportive of climate protection and renewables. Priority should be given to a European renewable electricity road map 2030 which would help ensure that grid investments meet the needs of intermittent power.

The Advisory Council on the Environment (SRU) was founded in 1971 to advise the German government. The Council is made up of seven university professors from a range of different environment-related disciplines. This ensures an encompassing and independent evaluation from a natural scientific and technical as well as from an economic, legal and political science perspective.
