Leibniz Senate recommends the continuation of funding for the library within the Leibniz Association
HANNOVER, 29 November 2018 – The Senate of the Leibniz Association issued its recommendation for the continuation of financial support to TIB – Leibniz Information Centre for Science and Technology on 27 November 2018. The Senate based its decision on the result of an external evaluation conducted in February 2018 – a process that all Leibniz institutions must undergo every seven years. On-site in Hannover, the experts spent two days undertaking a thorough review of the library. The result: TIB performs outstanding work. “We are absolutely delighted about the positive evaluation. It confirms TIB’s strategy to position itself as a modern information centre for the digitisation of science and technology, which it implements by conducting excellent research involving highly promising applications,” explained TIB Director, Professor Dr. Sören Auer.
From traditional library to digital information centre
In its recommendation, the Senate stressed that the library is undergoing with conviction the far-reaching process of transformation from a traditional library to an increasingly digital information centre, necessitated by digitisation. In this regard, the Senate pointed out that TIB has systematically added audiovisual media, research data and scientific software to its collections in recent years. It also stated that TIB’s excellent core library activities are now complemented by a wide range of predominantly very good research and development work. The Senate considers such work to be important because it enables TIB to provide science with innovative products and services. Another positive aspect mentioned was that the new TIB Director, an expert computer scientist, was appointed to a joint professorship with Leibniz Universität Hannover for the first time. It is now up to him to establish even closer links between TIB’s research work and the development of the library’s digital services. The Senate believes that there is a sound basis for achieving this.
The Senate recommends the German federation and the federal states to continue their joint funding of TIB. Based on the Senate’s recommendation, and on a statement by the departments of the federal state in which the library is based and the German federation, which are responsible for the institution, the Joint Science Conference then reviews whether the conditions for the joint funding of the institution by the German federation
and the federal states continue to be met.
Background information about the evaluation
All of the current 93 Leibniz institutions are evaluated externally on a regular basis, every seven years at the latest. Experts with international standing, who gather information from written documents and from an evaluation visit, assess the performance and structures of every single institution. The results of the assessment are recorded in an assessment report; the evaluated institution is given the opportunity to comment on the report. On the basis of the above, the Senate of the Leibniz Association adopts a science policy opinion that usually contains recommendations concerning the further funding of the Leibniz institution. This recommendation by the Senate is then used by the Joint Science Conference of the German federation and the federal states to review the eligibility criteria. The Senate’s recommendations are published on the Leibniz Association website, together with Annexes A (Presentation of the main contents and structures of the institution), B (Assessment report) and C (Institution’s comment on the assessment report). All of the bodies involved in the assessment and evaluation process are made up of members who are not employed by a Leibniz institution.
