Die Menschenrechte in Europa sind das Lebensthema des herausragenden Politik- und Rechtswissenschaftlers Georg Ress. Vor seinem Engagement an der IUB war der Träger von mehreren Doktor- und Ehrendoktortiteln sechs Jahre lang (1998 - 2004) Richter am Europäischen Gerichtshof für Menschenrechte in Straßburg. Eine wichtige Station seiner wissenschaftlichen Laufbahn, war seine fast 20-jährige Tätigkeit (1979 - 1998) als Direktor des weltweit renommierten Europa-Instituts der Universität des Saarlandes.
Neben umfangreicher Lehrtätigkeit im In- und Ausland war Professor Ress Mitglied des völkerrechtswissenschaftlichen Beirats des Auswärtigen Amts (1980-1998) und deutsches Mitglied der Europäischen Kommission für Menschenrechte in Straßburg (1994-1999).
