Europe as Empire - The Nature of the Enlarged European Union

The Social Science Research Center Berlin invites you to a Colloquium with Professor Jan Zielonka

The European Union is on its way to become a kind of neo-medieval empire with a polycentric system of government, multiple and overlapping jurisdictions, striking cultural and economic heterogeneity, fuzzy borders, and divided sovereignty. This is not fully recognized by academics and politicians who continue to emphasize state-like features of the EU: common currency, external borders and central European institutions in Brussels. But the latest wave of enlargement has transformed the EU beyond recognition. We need to recognize the neo-medieval reality and make it work. The lecture will try to comprehend the evolving nature of the EU and spell out more effective and legitimate ways of governing Europe than through the adoption of a European constitution, the creation of a European army, or the introduction of a European social model.

Jan Zielonka is Professor of European Politics at the University of Oxford and Ralf Dahrendorf Fellow at St Antony's College. The topic of the colloquium is the title of his most recent book (Oxford University Press, 2006).

Professor Zielonka is visiting Berlin and working at WZB as guest of the President, Professor Jürgen Kocka, who will introduce the author and his work. Following the lecture, Professor Wolfgang Merkel, the Director of the WZB research unit on Democracy: Structures, Performance, Challenges will give comments, leading over to the discussion, followed by a wine reception.
