In den 1990er Jahren sprach man von einer dritten Welle der Demokratisierung - gemeint war der Erfolgszug der Demokratie auf der nationalstaatlichen Ebene. Inzwischen wächst aber das Bewusstsein dafür, dass Institutionen jenseits des Nationalstaats an Bedeutung gewinnen und in innergesellschaftliche Prozesse eingreifen. Wie können internationale Institutionen demokratisch legitimiert werden? Sind dafür überhaupt die infrastrukturellen und soziokulturellen Voraussetzungen vorhanden? Falls Demokratie auf globaler Ebene denkbar ist - wie könnte sie institutionell gefördert werden?
