Prof. Dr. Germán Ruipérez ist Direktor des Labors für didaktische Technologie und Leiter der Germanistik der Nationalen Fernuniversität Madrid sowie Direktor des Toledo Lehrstuhls für E-Learning der Camilo José Cela Universität Madrid. Von 1999/2000 war er Dekan und Projektleiter für die Umstellung der Spanischen Nationalen Fernuniversität auf E-Learning. An dieser Fernuniversität sind heute ca. 200 000 Studierende in Spanien und Lateinamerika eingeschrieben.
