Wie in den vergangenen Jahren wird sie Konzeption und Entwicklung, Theorie und Technologie, Implementierung und Evaluation von eLearning aus der Perspektive der Pädagogik, der Psychologie und der Informatik sowie aus interdisziplinärer Perspektive betrachten und Wissenschaftler und Praktiker, Lehrende, Forscher, Produzenten und Anwender in Rostock zusammenbringen. Die eLBa 2013 besteht wieder aus den drei Teilen:
eLBa Science – die internationale wissenschaftliche Konferenz,
eLBa Business – das Anwenderforum für die Wirtschaft,
eLBa Messe – die begleitende Fachausstellung für eLearning-Produkte.
Sie wird von der Universität Rostock gemeinsam mit dem Fraunhofer IGD, der IT-Initiative MV und der Firma Copendia organisiert und vom German Chapter oft he ACM und der GI unterstützt.
