Auch deutsche Diplomaten und Vertreter der Entwicklungszusammenarbeit arbeiteten vor dem Völkermord in Ruanda, einem Schwerpunktland deutscher Entwicklungshilfe. Waren deutsche Behörden damals nicht genügend informiert oder gab es keine Reaktion auf vorhandene Informationen? Was unternahmen die Bundesregierung und der Bundestag während des Völkermords?
Die Frage nach der deutschen Verantwortung bei der Verhinderung von schwersten Menschenrechtsverbrechen ist aber auch heute noch hoch aktuell.

• Prof. Dr. Helmut Asche, Direktor des Deutschen Evaluierungsinstituts der Entwicklungszusammenarbeit
• Prof. Dr. Conrad Schetter, wissenschaftlicher Direktor des BICC
• Sarah Brockmeier (Moderatorin), stellvertretende Vorsitzende von Genocide Alert und wissenschaftliche Mitarbeiterin beim Global Public Policy Institute (GPPi).
