Im 19. Jahrhundert gab es spezifische Strategien, mit einer hypermobilen und entheimateten Bevölkerung (Schwimmende Bevölkerung) umzugehen. Aus der Kritik daran, wie ebenfalls an den Bestrebungen der letzten Jahre zur Veränderung des Ruhrgebiets (IBA-Emscherpark, Ruhrstadt), wird unter Einbezug der Resultate gegenwärtiger Globalisierungskampagnen ein situationistisches Strukturkonzept für ein urbanes und heimatliches Ruhrgebiet skizziert.
