Seit Ende 1998 befindet sich Hagen-Altenhagen im Programm Soziale Stadt NRW. Eine kommunale ämterübergreifende Arbeitsgruppe koordiniert den Erneuerungsprozess unter Federführung des Fachbereichs Jugend und Soziales. Zentrale Funktion vor Ort übernimmt das Stadtteilforum Altenhagen. Das BÜrgerBÜro Altenhagen orgnaisiert und moderiert den gesamten Erneuerungsprozess.
Im Forum Hagen-Altenhagen werden zentrale Stadtteilthemen aufgegriffen. Es gilt, aktuelle Handlungsansätze zum Thema Identität und Image im Stadtteil und zur Beteiligung von Migranten sowie Kindern und Jugendlichen bei der Stadtentwicklung darzustellen. Das Forum bietet Gelegenheit für eine Zwischenbilanz.
Der demografische Wandel wird die weitere Entwicklung des Stadtteils Altenhagen stark beeinflussen und steht damit im Mittelpunkt der Diskussion.
