INTERNATIONAL WORKSHOP
"GLACIAL LAKE OUTBURST FLOODs IN CENTRAL ASIA" TO BE HELD IN
CENTRAL-ASIAL INSTITUTE OF APPLIED GEOSCIENCES, MAY 20-21, 2008
Due to global climate change the glacial lakes outburst floods (GLOFs) problem in the mountainous regions of the world is extremely urgent today. Last decades the mankind observes already reliable evidence of the climate global change, one of such changing "indicators" is a retreat of glaciers, and together with it the catastrophic flooding caused by glacial lakes outbursts, which provoke destructions and victims. Such accidents have no borders and as a result the settlements of several states which face the disasters can suffer. Inhabitants of Kyrgyzstan and Uzbekistan have already witnessed the disaster that occurred in May, 1998 on the Shahimardan river. The outburst of the Ikedavan Lake located directly below the Allaudin glacier in Batken region, raised mudflow stream that passed through the territories of Kyrgyzstan and Uzbekistan. It claimed more than 100 people.
According to the Ministry of Emergency Situations of the Kyrgyz Republic, annually about 200 of a total of 2000 glacial lakes are in a dam-breaking state. A similar situation exists for other countries in the Central Asian region with mountainous landscapes and glaciers.
The elaboration of measures on the reduction and prevention of their negative impacts is an urgent task both for researchers and for the organizations responsible for the population safety, due to the lack of control over the lakes state
For solving of informational-organizational problems, and for the definition of priority directions for disaster risks reduction the international workshop "Glacial Lakes Outburst Floods (GLOFs) in Central Asia " is being conducted by the Central- Asian Institute of Applied Geosciences (Bishkek, Kyrgyzstan), with main financial support of Swiss Agency for Development and Cooperation (SDC) and sponsorship of the GFZ (GeoForschungsZentrum Potsdam, Germany)
The workshop will be held on May 20- 21, 2008 for experts in the field of glacial lake outbursts and representatives of concerned organizations from Kyrgyzstan, Kazakhstan, Uzbekistan, Tajikistan and Russia. Also, well-known scientists from European countries, China, Nepal and Canada will participate in the workshop.
The basic purposes of the workshop are:
- Maintenance of a dialogue between disaster prevention authorities and research organizations.
- Interpretation and discussion of problem areas and actual scrutiny condition of subjects related to lake outbursts in Central Asia.
- Exchange of experiences related to the establishment of monitoring systems and control of glacial lake outbursts in foreign countries.
The workshop is run in sessions: each session is devoted to a separate theme, followed by round table discussion. Issues of organization and improvement of monitoring and early warning systems at the national and regional levels will be considered. The workshop is intended to finish with the adoption of a set of recommendations.
