Jenny Gray ist seit 1990 für das Ministerium für Erziehung und Bildung in Großbritannien tätig und berät die Regierung in Fragen der Kinderschutzpolitik. Sie leitet eine Initiative zur Implementierung eines Rahmenkonzepts für interdiziplinären Kinderschutz. In diesem Kontext wurde ein Inventar zur systematischen Erfassung der Bedürfnisse von Kindern und Familien in Risikolagen entwickelt und erprobt: The Framework for the Assesment of Children in Need and their Families". Das Inventar wird landesweit eingesetzt.
