Georg Ress war von 1977 bis 2001 Professor für öffentliches Recht, Völker- und Europarecht an der Saar-Uni sowie von 1977 bis 1998 Direktor des Europa-Institutes an der Saar-Uni. Darüber hinaus war er lange Richter am Europäischen Gerichtshof für Menschenrechte in Straßburg.
Das Festkolloquium, das am Europa-Institut der Universität des Saarlandes in Gebäude B2 1, Hörsaal 0.02 gehalten wird, trägt den Titel "Der Schutz der Menschenrechte im 21. Jahrhundert/The Protection of Human Rights in the 21st century". Namhafte Wissenschaftler halten an diesen beiden Tagen Vorträge über Menschenrechte in englischer Sprache.
