Eröffnet wird das Programm durch den Bayerischen Landesbeauftragten für den Datenschutz, Dr. Thomas Petri, zum Thema „Datenschutz pro Pressefreiheit“. Anschließend wird das Buch „Pressefreiheit ohne Grenzen – Grenzen der Pressefreiheit“ vorgestellt, dessen Herausgeber Dr. Andreas Elter, Dr. Stephan Weichert und Dr. Martin Welker allesamt Professuren für Journalistik an der MHMK bekleiden. Nach einem Impulsreferat von Prof. Dr. Markus Behmer (Institut für Kommunikationswissenschaft, Universität Bamberg) befasst sich die anschließende Diskussionsrunde mit der „Erfassungsgesellschaft“: Einschränkung der Pressefreiheit?
Auf dem Podium diskutieren neben Dr. Thomas Petri und Prof. Dr. Martin Welker, Professor für Journalistik (MHMK) der Geschäftsführer Deutscher Presserat, Lutz Tillmanns, Prof. Dr. Michael Haller, wiss. Direktor des Instituts für Praktische Journalismusforschung (IPJ), Mercedes Riederer, Chefredakteurin Hörfunk (BR) und Dr. Wolfgang Stöckel, erster Vorsitzender BJV.
