Was allen gehört, scheint niemandem etwas wert zu sein. Wo Markt und Staat versagen, ist die Lösung von Umweltproblemen, laut Aussage der neoklassischen Ökonomie, unmöglich.
Im Rahmen der Climate Lecture 2010 wird Elinor Ostrom deutlich machen, dass die Fixierung auf ein globales Klimaschutzabkommen zu kurz greift. Die Lösung des Klimaproblems sollte man nach ihrer Auffassung nicht allein Diplomaten überlassen, sondern auch die Kenntnisse und Handlungsmöglichkeiten von Bürgern, Gemeinden und Akteuren der nationalen Politik nutzen. Ostrom zeigt, dass dieser Ansatz ein Erfolgsrezept sein könnte, weil er das fruchtlose "Entweder-Oder" von globaler und lokaler Verantwortung vermeidet.
