(Aus-)Bildungsarmut in Deutschland

Geringe Bildung ist auch in hochindustrialisierten Gesellschaften ein aktuelles soziales Problem. Besonders die Teilhabe an beruflicher Bildung ist entscheidend für die Chancen auf dem Arbeitsmarkt. Rund 15 Prozent der 25-Jährigen bleiben längerfristig ohne abgeschlossene Ausbildung oder Studium. Dieser Umfang an Bildungsarmut hat sich seit Jahrzehnten nicht verringert. Heike Solga analysiert vor diesem Hintergrund das Thema der „Ausbildungsreife“, das in der deutschen Debatte eine zentrale Rolle spielt. Vorgestellt werden auch Befunde eines Projekts zur „Dualisierung des Schulalltags“ in Niedersächsischen Hauptschulen und zu den Übergängen der teilnehmenden Jugendlichen.
Heike Solga ist Direktorin der WZB-Abteilung Ausbildung und Arbeitsmarkt sowie Professorin für Soziologie an der FU Berlin. Sie ist Ko-Leiterin der Etappe „Berufliche Bildung und Übergänge in den Arbeitsmarkt“ des Nationalen Bildungspanels (http://www.wzb.eu/bal/neps/etappe6/etappe6.de.htm).

Children's poverty in the rich countries

Attention for children’s poverty is growing within the EU and the OECD. Growing up poor is perceived as a social injustice infringing on the principles of the International Declaration of Children’s Rights. It is also seen as a risk for the future of society as a whole. Within the rich countries, there is not always direct relationship between the overall wealth of a country as measured by the GNP and the incidence of deprivation among children. Among the OECD countries with the highest incidence, in fact, one finds both comparatively poor countries such as Hungary and Poland and comparatively rich countries such as the United States, the United Kingdom and (pre-crisis) Ireland. The role of social policies, together with family patterns and incidence of working mothers, is as important, as that of a country’s wealth.
Chiara Saraceno is a sociologist with a focus on gender, the family and the welfare state, from a European comparative perspective. A former Professor of Sociology at the University of Turin, Italy, since 2006 she has been Research Professor at the Wissenschaftszentrum Berlin für Sozialforschung, on the topic of demographic development and social change. Poverty is an issue that she has addressed both as a researcher and as a policy advisor. In 1999-2001, she chaired the Italian Poverty Commission. She has also for some time represented Italy at the Social Protection Committee of the EU and at the Working Party on social policy of the OECD. Among her recent publications is the volume co-edited with Arnlaug Leira: Childhood: Changing Contexts. Comparative Social Research, vol. 25, Bingley, UK, Emerald 2008.
