Institutions, social differentiation and the economic crisis in Ireland

The economic crisis has been particularly severe in Ireland, impacting directly on the distribution of income via unemployment and private sector wages, but the way public policy responds in seeking to control soaring fiscal deficits is also central to its distributional consequences. Having sketched out the background in terms of inequality trends during Ireland’s boom and the channels through which the recession affects different parts of the income distribution, the distributional impact of the government’s policy response with respect to direct tax, social welfare and public sector pay are discussed. This provides empirical evidence relevant to policy choices in Ireland and in other countries faced with the need to reduce fiscal deficits.
Brian Nolan is Brian Nolan is Professor of Public Policy and Head of the School of Applied Social Science in UCD, Dublin. He studied economics in UCD, McMaster (Hamilton, Ontario) and the London School of Economics. He was previously Head of the Social Policy Research Division, in the Economic and Social Research Institute, and worked as an economist in the Central Bank of Ireland. His main areas of research are poverty, income inequality, the economics of social policy, and health economics and inequalities. Recent publications include studies on social inclusion in the EU, equity in health service use, long-term trends in top incomes, child poverty, deprivation and multiple disadvantage, tax/welfare reform and the minimum wage. He co-edited the Handbook of Economic Inequality (Oxford University Press, 2009).
What - if anything - is undermining the European social model?

Das „Europäische Sozialmodell“ wird gerne in politischen Sonntagsreden propagiert, selten aber genau definiert. Das Konzept wird hier als normative Leitidee charakterisiert, der zufolge sich die Europäische Union als „USA plus“ verstehen lässt. Während Schlüsselcharakteristika wie Marktwirtschaft, Demokratie und offene Gesellschaft Europa und die USA verbinden, haben europäische Gesellschaften darüber hinaus ihrem Anspruch nach einige erstrebenswerte Merkmale gemeinsam, die sie von den USA unterscheiden: die Sozialpartnerschaft, den umverteilenden Sozialstaat und einen größeren gesellschaftlichen Zusammenhalt infolge geringerer Ungleichheit. Inwiefern entspricht diese normative Idee der empirischen Realität und welche Herausforderungen gefährden die Nachhaltigkeit des europäischen Sozialmodells? Das besondere Augenmerk gilt hier dem Einfluss supranationaler Entwicklungen in der EU und insbesondere der Rechtsprechung des Europäischen Gerichtshofs. Supranationale Entscheidungen auf EU-Ebene geraten zunehmend in Widerspruch zu nationalstaatlichen Institutionen und den Solidaritätsvorstellungen europäischer Bürger. Insofern kommen Gefährdungen des europäischen Sozialmodells zurzeit weniger von außen als von innen heraus, aus der EU selbst.
Jens Alber ist seit 2002 Professor für Soziologie an der Freien Universität Berlin und Direktor der Abteilung Ungleichheit und soziale Integration am WZB. Seine jüngste Buchveröffentlichung ist ein mit Neil Gilbert herausgegebener Sammelband mit dem Titel „United in Diversity? Comparing Social Models in Europe and America“ (Oxford University Press, 2010).
