Föderative Staaten benötigen eine Verfassung, die für Stabilität der Gewaltenteilung sorgt, zugleich aber an veränderte Bedingungen angepasst werden kann. Diese Notwendigkeit zur Anpassung territorialer Staatsorganisationen zeigte sich in den letzten drei Jahrzehnten angesichts von Globalisierungs- und Regionalisierungsprozessen.
Auf der Tagung werden föderale Verfassungsreformen in verschiedenen Staaten diskutiert. Ziel ist es, Erkenntnisse darüber zu gewinnen, welche Formen, Verfahren und Strategien sich bei einer Verfassungsreform als erfolgreich erwiesen haben und welche Bedingungen für das Gelingen oder Scheitern von Verfassungsänderungen entscheidend sind.
