Die Konferenz stellt die von der Bundesregierung beschlossene energiepolitische Wende nach Fukushima in den größeren Zusammenhang von Politikwechseln in der Demokratie. Was ist unter Politikwechseln zu verstehen, wie werden sie kommuniziert und wie lassen sie sich gegenüber politischen Vetospielern durchsetzen? Abgerundet wird die Konferenz durch einen Abschlussvortrag von Professor Kurt Biedenkopf zum Thema „Leadership in der Demokratie - Was heißt das?“.
