In the face of climate change and its impacts such as severe flooding from
heavy precipitation occurrences, organizations like local governments are
expected to adapt to these changes and be resilient in these trying times. But
what does it mean to be resilient?
A lot is expected from the local government of Marikina City since it suffered
the most damage when Tropical Storm Ketsana, a sudden shock, hit the
country on 26 September 2009. Considered by local scientists as an extreme
rainfall event, Ketsana affected 80 percent of the city population, damaged
houses, and disrupted businesses. The study aims to find out how the local
government of Marikina reacted after experiencing the flood event caused by
Tropical Storm Ketsana three years ago.
