Die Experten rechnen mit zunehmenden Extremwetterlagen, die die Gefahren für Menschen und Infrastrukturen steigern und steigende Kosten nach sich ziehen. Vor allem regional sind natürliche Ressourcen bedroht, es steigt das Risiko von gesundheitlichen Belastungen und Schäden in der Infrastruktur. Der Bericht warnt aber auch vor einer Dramatisierung der Folgen. Gegenwärtig sind in Deutschland keine klimatischen Verhältnisse zu erwarten, die nicht bereits in anderen Regionen der Erde existieren und in der Regel bewältigt werden.
