Fragmentation or Pluralism in the organization of development cooperation?

How should development cooperation “under the prefix of fragmentation” be organized in the future? This question will be explored in a public panel discussion at the German Development Instiute / Deutsches Institut für Entwicklungspolitik (DIE) in Bonn from the perspective of representatives from bi- and multilateral development actors, as well as academia.

Development cooperation is increasingly characterised by a fragmentation of efforts across a growing number of organizations, actors, sectors and policy objectives. Stakeholders continue to struggle with this trend as it has both negative implications, but also many positive opportunities to be seized upon. But what are the policy implications that follow from this diagnosis? How has development cooperation “under the prefix of fragmentation” to be organized in the future? This question will be explored in this public panel discussion from the perspective of representatives from bi- and multilateral development actors, as well as academia.

Panelists are:

Dr. Stephen Knack, Lead Economist, Development Research Group, World Bank, Washington, DC

Suzanne Steensen, Economist, Organization for Economic Cooperation and Development, (OECD) Development Co-operation Directorate, Paris

Gisela Hammerschmidt (tbc), Deputy Director General for Policy issues of bilateral development cooperation, development effectiveness and evaluation, Federal Ministry for Economic Cooperation and Development, Bonn

Margaret Thalwitz, Senior Expert Fellow, Käte Hamburger Kolleg / Centre for Global Cooperation Research, Duisburg, and former Director at the World Bank
