Mosambik galt lange als Erfolgsmodell der internationalen Friedenspolitik. Das Abkommen von Rom aus dem Jahr 1992 sicherte zwei Jahrzehnte lang die friedliche Koexistenz der beiden vormaligen Bürgerkriegsgegner. Gleichzeitig verhießen immer neue Funde an Bodenschätzen eine nachhaltige Armutsbekämpfung. Doch der unverhoffte Reichtum weckte Begehrlichkeiten. Im Oktober kündigte die Oppositionspartei und einstige Rebellengruppe RENAMO das Friedensabkommen – und kehrte zu ihrer brutalen Guerilla-Taktik zurück.
Carrie Manning gehört weltweit zu den führenden WissenschaftlerInnen, die sich mit Demokratie und Frieden in Afrika auseinandersetzen. Ihre Arbeiten wurden mehrfach ausgezeichnet. Auf dem GIGA Forum diskutiert sie gemeinsam mit GIGA-Wissenschaftler Johannes Plagemann den Fall Mosambik: Welche Gründe stecken hinter der jüngsten Eskalation der Gewalt? Welche Folgen haben sie für die Konsolidierung von Frieden und Demokratie im Land?
Im Anschluss besteht die Gelegenheit zum weiteren Gedankenaustausch bei einem Glas Wein.

Mozambique was long regarded as a successful model of international peace policy. The 1992 General Peace Agreement of Rome secured the peaceful coexistence of the two former civil war enemies for two decades. At the same time, new discoveries of mineral resources always promised a sustainable fight against poverty. But the unexpected wealth aroused desires. In October, the opposition party and former rebel group RENAMO abrogated the peace agreement and returned to their brutal guerrilla tactics.
Carrie Manning is one of the world's leading researchers in the field of democracy and peace in Africa. Her work has been awarded several times. At the GIGA Forum, Prof Manning and GIGA researcher Johannes Plagemann will be discussing the case of Mozambique. They will address the following questions: What are the reasons behind the recent escalation of violence? What consequences do they have for the consolidation of peace and democracy in the country?
The lectures will be held in English.
Carrie Manning is the chair of the Department of Political Science at Georgia State University.
Johannes Plagemann is a research fellow at the GIGA Institute of African Affairs.
Andreas Mehler is the director of the GIGA Institute of African Affairs.
