Disappearing Research: Academic Control and Self-Censorship in China

How does state censorship contribute to self-censorship in Chinese universities and in turn affect academic output? Using interviews and analysis of over 5,000 hand-coded publications of scholars in the US and China from 1985 to 2022, this talk addresses the consequences of self-censorship for knowledge production.

How does state censorship contribute to self-censorship in Chinese universities? How does self-censorship in turn affect academic output? This paper addresses these questions by unveiling the mechanisms of self-censorship and investigating their impact on social science research in and about China. Using in-depth interviews and analysis of over 5,000 hand-coded publications of scholars based at US and Chinese universities from 1985 to 2022, this talk addresses the consequences of self-censorship for the production of knowledge.

Speakers:
Ning Leng is an Assistant Professor at the McCourt School of Public Policy, Georgetown University. Dr. Leng specializes in the political economy of China and Global China, and the institutional effects of authoritarianism. Her work on domestic China includes publications on the motivations, methods, and outcomes of state control over businesspeople, academics, and government officials. Her first book, "Politicizing Business: How Firms Are Made to Serve the Party-State in China," (Cambridge University Press, 2025) reveals how the Chinese state routinely solicits political services from companies and its impact on state-business relations, infrastructure politics and state-society relations. Her works on Global China include public opinion of China in the Global South, the Chinese government’s view of the Global South, and China’s legal influence in South America. Dr. Leng received her Ph.D. in political science from the University of Wisconsin–Madison. She is a Wilson China Fellow for the year of 2025-2026.
