Genau einen Monat vor ihrem Jubiläumsgipfel in Washington begann die NATO mit Luftangriffen gegen Jugoslawien, die Milosevic im Kosovo zum Einlenken zwingen sollten. Allerdings konnten die heftigen Bombardements ihr Ziel nicht erreichen, so daß jetzt sogar ein Einsatz von Bodentruppen diskutiert wird. Ist dieses Vorgehen Teil einer neuen Nato-Strategie? Welches wären Alternativen zu dem Militäreinsatz gewesen? Was für Auswirkungen wird dieser Krieg auf regionaler und internationaler Ebene haben und wie kann man aus dieser Kriegskonstellation wieder hinausfinden?
