Wie in der bekannten Fabel vom Hase und Igel, geht es der Wis-senschaft häufig mit gefährlichen Stoffen. Ob krebserregend, kli-maschädigend oder hormonell wirksam - wenn die Gefahr erkannt wird, ist die Substanz oft schon weltweit verbreitet und kann nicht mehr oder nur mit hohem Aufwand aus dem natürlichen Kreislauf entfernt werden. So geschehen beim Insektizid DDT, dem Ozon-killer FCKW und vielen anderen Chemikalien. Obwohl sich die EU seit dem Abschluss des Maastrichter Vertrages 1992 zum Vor-sorgeprinzip bekennt, sind sich die einzelnen Länder noch keines-wegs einig, wie dieses Prinzip umgesetzt werden soll. Um endlich zu einer verbindlichen EU-weiten Anwendung des Vorsorgeprin-zips im Umgang mit potenziellen Gefahren zu kommen ist zu-nächst eine systematische Risikobewertung notwendig.
Prof. Ortwin Renn, Vorstandssprecher der TA-Akademie und Vor-sitzender der deutschen Risikokommission, ist von der EU damit beauftragt worden, ein Konzept zur Anwendung des Vorsorgeprin-zips zu erarbeiten, das wissenschaftlich fundiert, rechtlich durch-setzbar und von den wichtigsten Akteuren der Umweltpolitik als akzeptabel eingestuft wird. Im Mittelpunkt des Projektes stehen giftige Chemikalien und Ernährungsrisiken wie BSE. Den Auftakt für das Projekt "The Application of the Precautionary Principle in the European Union" (PRECAUPRI ) bildet ein international hochkarätig besetzter Kongress, auf dem am
9. und 10. Mai in Herrenberg
namhafte Experten aus dem In- und Ausland das Vorsorgeprinzip aus den verschiedensten Blickwinkeln beleuchten. Das genaue Programm entnehmen Sie bitte dem beiliegenden Faltblatt.
