"Afghanistan: Assessing the progress of Security Sector Reform, One Year After the Geneva Conference,"

The Bonn International Center for Conversion (BICC) will hold an e-conference entitled "Afghanistan: Assessing the progress of Security Sector Reform, One Year After the Geneva Conference," to be held on 4-11 June 2003. The conference aims to promote dialogue on the internationally supported Afghan security sector reform process. The conference will focus on three of the five pillars of the security sector reform agenda set at the April 2002 security donors conference held in Geneva: Military Reform; Police Reform; and Disarmament, Demobilization and Reintegration of Ex-combatants (DDR). Encumbered by mismanagement, inefficiency and a lack of resources, progress in these areas has been unexpectedly slow. By examining and assessing current planning and programming in respect to these areas, it is hoped that recommendations can be developed to restructure and energize the process. With the security situation in Afghanistan rapidly deteriorating, it is important that the security sector reform process be imbued with a renewed sense of urgency.
Those wishing to participate can register for the event on the conference web site at: www.bicc.de/forum. Once registered, participants will be able to log onto the site during the conference proceedings to access conference papers and participate in the ongoing discussion. The discussion will take place on an easy-to-use internet discussion board. Participants can post questions or comments to the board at any time over the eight-day period in which the conference will run. A strict schedule or timetable will not bind conference participants; input may be offered at the participant's convenience. The results of the conference will be presented in a report to be published by BICC in the summer of 2003.
