    Joint WHU-UCLA team of researchers awarded 2nd prize in the Public Sector Operations Research Best Paper Competition awarded by INFORMS

    On November 2, 2015 a joint WHU - Otto Beisheim School of Management and UCLA research team consisting of Eike Nohdurft (WHU), Elisa Long (UCLA) and Stefan Spinler (WHU) was awarded 2nd prize in the Public Sector Operations Research Best Paper Competition during the annual INFORMS (Institute for Operations Research and Management Science) conference taking place in Philadelphia.

    In their paper, entitled “Efficient spatial allocation of epidemic crisis intervention resources with a focus on Ebola in West Africa,” the authors present an epidemic model which incorporates as novel features the behavioral adaptation among members of the population and interdependencies between afflicted regions. The forecasting performance of the model is shown to be acceptable even in the face of initially limited amount of data and sometimes highly questionable data quality.

    Based on the epidemic model, the authors develop a large-scale optimization approach which determines the optimal allocation of intervention resources such as Ebola Treatment Units. The authors are able to show that up to 40% of infections can be averted as compared to using sub-optimal heuristics. The model thus improves future decisions of policymakers also by highlighting the interaction between available financial and human resources and their speed of deployment.
