North Germany makes history in higher education and inclusion

    "Today we are making history in both the areas of higher education and inclusion", said State Secretary of Science Rolf Fischer today at the closing ceremony of the project Inklusive Bildung in Kiel. With the continuation of this project of the Stiftung Drachensee (Foundation Drachensee) as an affiliated Institut für Inklusive Bildung (Institute for Inclusive Education) at the Christian-Albrechts-Universität zu Kiel (Christian-Albrechts-University of Kiel), three absolute innovations have been achieved in Germany, Europe and the world:

    Firstly, people with disabilities have successfully been qualified as educational specialists in order to contribute their expertise in their own cause at colleges and universities. As qualified educational specialists they communicate their everyday lives with disabilities to students and teachers, specialists and managerial staff alike.

    Secondly, and in order to implement those measures, paid employment for these five qualified educational specialists was created – a so far unique programme at German universities.

    Lastly, the Institut für Inklusive Bildung became an affiliated part of the Christian-Albrechts-Universität zu Kiel. As a result, people with disabilities, who previously worked in a factory (workshop), now become a permanent part of the scientific system. This affiliated institute also sets a clear course towards inclusive education and complements the research-related institutes of the university in a special way. "This is a real milestone for the landscape of higher education, as well as for the people with disabilities themselves”, said Rolf Fischer.

    Laura Schwörer, one of the education specialists, confirms confidently:
    „Thanks to the qualification, I have developed enormously in my personality. We provide unique knowledge that no one else has and can best tell how it is to live with a disability. This allows us to overcome prejudices, break down barriers and raise awareness within our society."

    Her colleague, Marco Reschat, added: "The qualification was the start of a completely new stage in my life and my dream to work in the general labour market now finally comes true. What is so special about the qualification is that people with disabilities, who have previously worked in a factory (workshop) for people with disabilities have thanks to the qualification been enabled to perform educational work at colleges and universities without having a higher education degree. It feels great to be one the first people to take part in something that groundbreaking."

    "All employees have successfully passed their final examination and can move from the factory (workshop) to the general labour market by 1 November", said Dr. Jan Wulf-Schnabel, Managing Director of the Institut für Inklusive Bildung. “This institute establishes a completely new concept of education: It has now been institutionalised that people with disabilities can competently speak up for themselves – instead of only being talked about. Naturally, this all would not have been possible without the support of dedicated people in colleges and universities, politics, administration and self-representation associations. We wish to express our particular thanks to Secretary of State Rolf Fischer and all his staff at the Ministry, who are today facilitating the breakthrough of a very innovative step”, Wulf-Schnabel concluded.

    Klaus Teske, Board of the Stiftung Drachensee, added: "In future we must succeed to expand the model of inclusive education to further fields of work. Inclusion also means creating opportunities for all people on the labour markets and thus realising a new quality of opportunities."

    Having been awarded the title „Affiliated Institution“ according to § 35 Higher Education Act of the state of Schleswig-Holstein, the Institut für Inklusive Bildung will from now on be part of the Christan-Albrechts-Universität zu Kiel (CAU). Prof. Dr. Ilka Parchmann, Vice-President of CAU, commented: "With its recognition as an affiliated institution, the Institut für Inklusive Bildung has become part of the excellence of the Christan-Albrechts-Universität zu Kiel.

    This excellence has been demonstrated for a long time in our research and now more intensively in teaching. The lecture events, seminars or workshops with the educational specialists build a unique bridge between theory-oriented, scientific education and professional practice. These qualified people with disabilities offer great opportunities to clarify open occupational issues, they promote diversity competences and self-awareness among students and teachers alike. "Not without us about us" is a motto, which we bring with great conviction to the CAU!”, concluded Prof. Parchmann.

    During the ceremony today, the Secretary of State Rolf Fischer awarded the funding notice in the amount of 1.25 Million Euro to the Managing Director of the Institut für Inklusive Bildung gemeinnützige GmbH (Institute for Inclusive Education non-profit limited company), Dr. Jan Wulf-Schnabel, as well as the title, “Affiliated Institution” (according to § 35 HSG) to the Vice-President of the Christian-Albrechts-Universität zu Kiel, Prof. Dr. Ilka Parchmann.

    signed their unlimited employment contracts with the Managing Director at the Institut für Inklusive Bildung.

    Project Background:
    During the project Inklusive Bildung, five employees with disabilities from the Stiftung Drachensee received a three-year full-time qualification as educational specialists. For this purpose a module manual with related qualification objectives, educational contents and examination requirements was developed. The content of the qualification included, for example, the importance of work and education in the context of disability and participation in society, the mediation of own lifestyles and living conditions, personal interests, specific needs and rights in the context of sheltered and protective spaces, normality and participation as well as methods, tools and techniques of educational and advisory work. The project was promoted and supported by a wide-ranging network of actors from administration, politics, self-help associations, universities and colleges and people with disabilities themselves.

    The project Inklusive Bildung was funded by Aktion Mensch and was supported by a wide-ranging and dedicated network institutions.
