Cyberagentur: 19 participants in competition for 30-million research contract

    Cyberagentur starts evaluation of high-level proposals
    On 23 August 2022, the largest tender to date of the Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) ended. 19 national and international participants submitted a proposal on the research topic "Existence-threatening risks from cyber and information space - high security in safety-critical and defence-related scenarios".

    At the end of July 2022, the Cyberagentur launched its largest tender project to date to initiate research on securing critical systems, in particular better methods and tools to ensure a high level of cyber security for Germany.
    The 19 submitted proposals outline how the applicants intend to research and develop new capabilities in operational cyber security in order to strengthen the protection of authorities in the field of internal and external security in Germany against future threats in the digital space. Project manager Dr. Gerald Walther paraphrases the basic mission: "Competitors will have to focus on problems and issues within the pillars of 'prevention', 'detection', 'response' and 'attribution'. We are looking for research that will increase the resilience of public authorities and critical infrastructures in cyber security."
    The 19 applications were mostly either submitted by a consortium of equal partners or one leader with several subcontractors in order to pursue the most innovative research. Most competitors have either entered into a consortium. In total, 32 research institutions, universities or colleges, 1 public authority as well as 42 privately organised companies were involved. Among them are also 7 participants from Saxony-Anhalt and Saxony as well as 10 international participants from France, the Netherlands, Austria, Denmark, Estonia and Israel. "We were actually not surprised by the high level of interest in this project," explains Dr Walther. "The existential risks from the cyber and information space are not only a hot topic but need to be approached in a future-oriented way as well. New innovations and the digitalisation of society require a parallel strengthening of internal and external security."
    The high level of interest could already be seen at the online event on 30 June 2022, which 80 interested parties attended. During the proposal phase, more than 100 questions were asked and transparently answered in the project room of the DTVP procurement platform. "I think we have met with a great response with our special tender procedure," project leader Dr Walther is certain. "With this pre-commercial procurement (PCP), we are let the participants' different research approaches compete with each other in four phases over the next 5 years to drive the most innovative research."
    The evaluation of the offers as well as during the project phases will be carried out by a jury consisting of members of the Cyberagentur and representatives of governmental security authorities. The Cyberagentur's competition has a budget of 30 million euros. The six winning competitors will be announced at the end of October or beginning of November.
