Cyberagentur hosts international criminological conference in Halle (Saale)

    Cybercrime is an international challenge

    The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur), together with partners from the Netherlands, will host the "Annual Human Factor in Cybercrime Conference" in Halle (Saale) from 10 to 12 September 2023. The criminological conference will take place in Germany for the first time. It will be a discourse on the international challenges posed by cybercrime and cybersecurity.

    Dr. Nicole Selzer, criminologist and research officer for the Cyber Resilient Society section of the Cyberagentur, shared some insights about the Human Factor in Cybercrime Conference (HFC) with us.

    What is the significance of hosting the Annual Human Factor in Cybercrime Conference in Germany?

    The Human Factor in Cybercrime Conference is an international conference that showcases cutting-edge empirical research and facilitates professional exchange and cooperation. The focus is on the human factors in cybercrime, which is examined from different perspectives.
    The conference specifically examines the human dimension in cybercrime. Researchers explore this topic through a variety of academic lenses based on academic research in the reference sciences of criminology, such as sociology, psychology, anthropology, law and economics or computer science. The objects of inquiry include criminal actors and their victims as well as institutional environments.
    In the field of criminology, the international discourse is dominated in particular by American, Asian, Australian, English, Israeli, Canadian and Dutch research. In Germany the criminological debate has gained more attention in recent years.
    Cybercrime and cybersecurity are international challenges. This means that cybercrime does not stop at national borders, nor can cybersecurity be shaped purely on a national level.
    It is therefore a special honour to support the networking of national and international researchers and to give cybercriminology more visibility in Germany by hosting the HFC. The conference will take place in Halle (Saale) from 10 to 12 September 2023. The Cyberagentur is co-hosting the HFC with International Organising Committee of the HFC.

    The conference seems very exclusive with about 30 to 40 participants. Why is it kept so small?

    The initiators of the HFC have deliberately chosen a small select number of participants in order to keep the conference "family-like" and encourage intensive exchange and long-term cooperation. Larger conferences tend to be more impersonal, which impedes developing close academic relations. People tend to just meet those with whom they had contact previously, which makes it very challenging for newcomers to meet people and create networks. Participants interact differently when the format is kept small. It is also easier to organise social activities, which are an integral part of the HFC and very useful for creating networks and fostering interaction. From my own experience, I can report that my international network is based on participation in HFC conferences. And it is exactly these past networking successes in the HFC that have now enabled me to host the next conference and thus further strengthen academic research in this field in Germany.

    How do you apply for the HFC?

    The Call for Paper can be found on the HFC website. Interested parties need to submit an abstract (200 words) and a short biography by 30 April 2023. The abstract will be evaluated by the end of May and successful applicants will be notified soon afterwards. Preference will be given to completed research papers with a strong empirical component and provocative, challenging approaches that offer new empirical perspectives for cybercriminological research. As the papers will be published in a special issue of a criminological journal or in an anthology after the conference, the full article has to be submitted by 1 September 2023.

    What do you hope the HFC will accomplish?

    I hope the HFC can lead to fruitful networking of national and international researchers. Ideally, this networking will also lead to collaborations, which may result in subsequent international participation in the Cyberagentur´s calls for proposals. In addition, the HFC offers the opportunity to devote more attention to the research field, will identify future research questions and therefore strengthen cybercriminological research.
    For the Cyberagentur, co-hosting this event presents a great opportunity to increase awareness of its future funding opportunities in this area and highlight the work of the department for Secure Society and specifically the unit for Cyber Resilient Society.

    Will the Cyberagentur pursue this topic beyond the HFC?

    This is our plan. Following the HFC conference, the Cyberagentur will host another event on 13 September 2023 on the topic of Network { CYBER : Crime II Security II Society } in Halle (Saale) to give a broader professional audience the chance to network and exchange ideas. The day will be all about cyber security research. With this format, the Cyberagentur has set itself the goal of promoting young researchers and networking with national stakeholders. Accordingly, a call for posters for young researchers will be published soon.

    The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) was founded in 2020 as a fully in-house company of the Federal Government under the joint leadership of the Federal Ministry of Defence and the Federal Ministry of the Interior and for Home Affairs by the Federal Government with the aim of taking an application-strategy-related and interdepartmental view of internal and external security in the field of cybersecurity.
