TOSCA aims at enhancing public participation in the Palestinian Territories

    A new application of TOSCA, for the democratization of citizens´ participation was the common objective of the project.

    The Digital City Science at Hafencity University Hamburg, in cooperation with the Deutsche Gesellschaft für Zusammenarbeit (GIZ) GmbH and local partners, completed in March 2023 a one-year running project in the Palestinian territories, focused on the enhancement of citizens´ participation in the approval of housing projects, through the implementation of TOSCA.

    In March 2023, the HafenCity University (HCU) Hamburg in cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the Palestinian Ministry of Local Governments (MoLG) and the Urban and Regional Planning Unit (URPU) at An-Najah National University (ANNU) in Nablus, have completed the 12-month running project ´Knowledge transfer and application of digital technologies in urban planning´, as part of the Local Governance Reform Programme (LGRP) II, carried out by the GIZ in the region.

    In close collaboration with the local partners, the focus of the project was oriented towards the enhancement of the citizens´ participation in the approval process of land subdivision, within and outside of the Urban Master Plans. For this common objective, TOSCA, as an approachable spatial tool, was adapted to the needs of the use case, to streamline the digitalization and georeferencing of citizens´ objections on upcoming housing development projects. The goal of this cooperation aims at reducing gaps between the population and its Authorities. One of the longer-term outcomes of this project is to consolidate the integration of this digital tool into the current planning processes of the Palestinian Territories and to facilitate technological capacitation of local research teams to support the needs of its Public Authorities.
