Cyberagentur wants to detect manipulation of intelligent systems with legal certainty

The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) published the new project called "Forensics of Intelligent Systems" on 8th September 2023. The research project is intended to make manipulations of self evolving intelligent systems detectable and legally verifiable with the help of new forensic methodologies and tools.

The forensic investigation of AI systems is highly relevant for the law enforcement. Therefore, the new research project "Forensics of Intelligent Systems" (FIS) was developed and published on 8th September 2023. The project team led by Lars-Martin Knabe as project leader, Olivia Gräupner and Til Weißflog adresses companies and organisations from the fields of IT forensics, artificial intelligence and law enforcement to submit a participation application to detect of self evolving intelligent systems using new forensic methodologies and tools.

For a research period of four years, the interested parties, which can be composed of universities, companies, start-ups and other institutions, are to submit a participation application by 25th October 2023. In the application areas of image processing, text processing and autonomous systems, scientifically substantiated, groundbreaking results are expected within the research project. Furthermore, it addresses legally sound findings for the detection, review and analysis of traces in AI systems of various kinds as well as the creation of tools.

The objective is to identify possible perpetrators of manipulation, felonies, misdemeanours and malicious acts. If successful, legal framework conditions as well as requirements and standards are to be formulated and implemented from the scientifically gained knowledge. The complexity of the topic "forensics of intelligent systems" that arises from the questions raised requires interdisciplinary research, which is the basis of IT forensics.

In order to combine the expertise from the various research areas, it is possible for consortia to be formed from individual interested parties. In a preceding partnering event on 5th April 2023, the first interested parties were able to get to know each other and exchange initial experiences. However, the current call for applications is open to all interested parties beyond participation in the partnering event.

Legal provability and traceability of AI or other self evolving systems will enable the security authorities and military institutions of the Federal Republic of Germany to uphold and implement the law, which represents the entire society. The results of the project could be used by the police authorities.

The tender was published in the Supplement to the Official Journal of the European Union with the award number 2023/S 173-539245: https://www.evergabe-online.de/tenderdetails.html?3&id=536409.

    Background: Cyberagentur

The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) was founded in 2020 as a fully in-house federal company under the joint leadership of the Federal Ministry of Defence and the Federal Ministry of the Interior and Home Affairs by the federal government with the goal of taking a cross-departmental view of internal and external security in the area of cyber security that is related to application strategy. Against this backdrop, the work of the Cyberagentur is primarily aimed at the institutionalised implementation of highly innovative projects that are associated with a high risk with regard to the achievement of objectives, but at the same time can have a very high disruptive potential if they are successful.

The Cyberagentur is part of the National Security Strategy of the Federal Republic of Germany.

The Cyberagentur is headed by Prof. Dr Christian Hummert as Research Director and Managing Director and Daniel Mayer as Commercial Director.
