A new publication by IDOS and the Colombian think tank Cepei sheds light on the increasing influence of the Group of 77 (G77) in shaping global dialogue at the United Nations (UN) while addressing the challenges it faces. Representing 134 developing countries, which account for 80% of the global population, the G77 serves as a critical platform for advancing the interests of the Global South.
Over time, the G77 has become more complex, diverse and assertive in promoting its interests as well as shaping UN processes and policy vis-à-vis its longstanding counterpart, the global North. Global North countries register confrontational diplomatic practices by the global South that challenge their dominant roles. Reaching consensus seems to have become more challenging, as can be seen in processes such as the Summit of the Future, which have been marked by stalemate due to conflicting interests.
The discussion paper argues that a well-functioning G77 could serve better the interests of its members, but is also a more capable stakeholder and counterpart in UN processes. To strengthen the G77’s capacity for effective global negotiation, it recommends reforms including more inclusive decision-making, strategic prioritisation, expanded networking and increased investment in diplomatic capacity.
The research suggests that overcoming the existing North-South antagonism, including by addressing the challenges faced by the G77 in its decision-making, is crucial for more effective multilateralism at the UN.
